From the beginning of the TETRA communication system in Iceland, in 2000, a folder with cooperation talk groups was established.  Named the Blue band.  Following decommissioning of the Civil Protections VHF communication system, a few years later, the Civil Protection folder was added. In daily use it has developed into the habit of using the Blue band when simple coordination is required but for bigger events that trigger the activation of the Civil Protection system the Civil Protection folder has been used. The problem with this arrangement is that you actually have two systems of coordinating in emergencies.  It has been shown, in many larger operations that they start small but at some point they have to be moved to the Civil Protection folder. For emergency personnel working on the ground, it is not desirable to have to switch between talk groups in the middle of the action especially when involves moving from one folder into another. With the new structure of cooperation talk groups everything has been simplified. Instead of the Blue band and Civil Protection folder we have one Cooperate folder with nine subfolders. With this each of the nine police districts has use of on subfolder.  With this structure emergency personnel have the same simple system regardless of size and location.  The structure is designed to be able to accommodate the smallest and largest emergencies
