Why are we still talking about it?

The average caller has no idea where he is when disaster strikes, but expects 112 to be able to dispatch him/her help from a nearby responder team to the forementioned undetermined location. And even further, when disaster strikes the government is expected to warn those in danger, but not bother those that are not.

112 is then expected to have a clear overview of who is attending the incidents, where they are at, and provide the infrastructure needed to fulfill all the communication needs of the responders. Will those needs remain constant, and if not how will they evolve.
